British Law

I noticed this article on the web site for the Sydney Morning Herald. It reminded me of articles from British newspapers about police actions in English cities. Are British, and British-derived, law enforcement people getting the same sense of self-righteous authority that the US's Homeland Security people occasionally demonstrate?
