I attended a meeting at the hospital yesterday regarding their project. The conclusion was, they should have a meeting to plan how they're going to do this.
To be fair, they do need to plan -- the approach being taken by the person running it is pretty loose. But now I think I understand a little better why things take so long, there.

Well, considering her staff consists of one unpaid volunteer techie, and a part-time paid employee....
