I don't know about the stupid part. Its a reasonable expectation, and it was satisfied. That the satisfier was illegal -- well, unless you pared there a lot, you might just chuckle at it. And then there's the thought that the 'official' replacement might not be a cheerful fellow... that'd be a bit depressing. I recall reading in a college law course about a fellow who gave this car to the parking attendant the Alladin Room in New York. Big guy, wearing an Arabian Nights outfit with a turban. Only, at the end of the evening -- no guy with a turban. Why, no, we don't have a parking attendant - why do you ask?

I think in certain situations this is true, but no one every owns up to being stupid enough to let someone get by with this...so it stays secret.
