I am not an economist, but I do wonder how long governments can keep up this lottery deal. I would not be surprised to see them start limiting the total payout, and possibly even refusing to pay out more than some amount per year -- even if that meant extending the payout period indefinitely.
I also wonder about that 'ten to one' odds comment. I'm guessing that would be hard to do with a simple scratch off.
